[texinfo-pretest] conditional macros problem

    What do you think about having two macros, say, @NewMacro and
    @NewMacroWithActiveNewline to handle those issues in a clean way?

May be necessary to resort to that.  But if a macro needs both active
and normal newlines ... maybe the answer is an @newline{} (or whatever)
command which means "active newline".  Hmm.  Have to try.

    > @newmacro @bigmac @arg1, at arg2, at arg3{...whatever...}

    Ugly.  Why not using TeX syntax directly?

Obviously desirable for TeX.  Not desirable for makeinfo, or from the
standpoint of the Texinfo language design (such as it is), since it's a
new argument specification syntax not otherwise used.  Again, may be
necessary to resort to that, nevertheless.
